Review of Regulatory Barriers to a Vibrant 24-Hour Economy

The NSW Government needed rigorous, independent economic evidence to underpin the Productivity Commissioner’s review of regulatory barriers to a vibrant 24-hour economy.

Ingenium applied its NTE methodology to estimate turnover, employment and value added across NSW and Sydney, benchmarked against the UK, US and Japan. 

Our analysis found NSW’s NTE represented 6.9% of Gross State Product, with potential uplift of $3.7bn to $9.4bn if it matched international peers.

Vibing the Night - Australia's First Night-Time Economy Index

Ingenium Research partnered with Visa to develop Australia’s first national index of after-dark economic activity, combining transaction data with robust night-time economy methodology.

Working closely with Visa’s Chief Economist, Ingenium co-developed a four-dimensional index framework applied across 88 metropolitan, regional and suburban areas.

The resulting Vibing the Night report provides a detailed national snapshot of after-dark activity, supporting a more informed understanding of how Australia’s cities and regions function and perform at night.

Measuring the Australian Night Time Economy

Ingenium Research leads the annual Measuring the Australian Night-Time Economy study for the Council of Capital City Lord Mayors, providing a consistent national evidence base on economic activity after dark.

Now in its twelfth year, the research measures the size, composition and performance of the night-time economy across 88 local government areas, drawing on Australian Bureau of Statistics data on employment, businesses and turnover.

The report tracks long-term trends and post-pandemic recovery, offering detailed insights into how Australia’s cities are evolving between 6pm and 6am.

Data After Dark: Trading Hours and Business Intelligence

Ingenium Research has contributed to the NSW Government’s Data After Dark platform by providing high-quality, geocoded business trading hours data.

Drawing on our proprietary methodology, built using Google Places business intelligence, Ingenium supplied detailed trading hours data.

This contribution expanded the platform’s coverage of after-hours business activity, enabling more accurate precinct-level insights into night-time intensity across New South Wales.

Night Time Economy Analysis and Strategy Support

Ingenium Research supported the City of Stonnington to develop a detailed evidence base on its night-time economy, including economic scale, precinct performance and the impact of changing consumer behaviour.

The analysis combined economic measurement with geospatial mapping of business clusters and trading hours across key precincts, including Chapel Street, High Street Armadale and the Chadstone shopping centre.

The research revealed significant variation in night-time intensity across Stonnington’s precincts, providing new insights into patterns of activity and the distribution of after-dark offer across the municipality.

Visitor Economy and Local Music Sector - Two Data-Led Studies

The City of Parramatta commissioned two data-led studies to inform its Cultural Strategy, Night City Framework and forthcoming Events and Festivals Strategy 2025–2030, covering both its visitor economy and local music ecosystem. 

Ingenium combined ABS data, NIEIR economic modelling, CommBank iQ transaction data and DSpark mobility insights to build comprehensive economic profiles of both sectors. 

The visitor economy was found to contribute $3.3 billion in output and $1.6 billion in value added, while the local music sector employed 1,135 people and generated $99 million in annual economic output.

A detailed study of Canterbury-Bankstown's NTE

Ingenium Research worked with City of Canterbury-Bankstown to develop a detailed, sub-LGA understanding of its night-time economy, covering 23 Statistical Area Level 2 regions and identifying eleven key night-time precincts.

The analysis combined economic, spend, crime and trading hours data to examine how night-time activity varies across the municipality.

The findings highlighted significant differences in night-time intensity between precincts, providing a clear evidence base on the distribution and concentration of after-dark activity. The findings highlighted significant differences in night-time intensity between precincts, strengthening the evidence base underpinning the Action Plan. The study was updated in 2024 with new data.

Newcastle City Centre's Night-Time Economy

Newcastle NE1 commissioned a comprehensive analysis of Newcastle’s night time economy, building on earlier research from 2012 and providing an updated evidence base on the city’s economic performance after dark. 

Ingenium combined ONS data with Google Places API trading hours information to map business activity, employment and turnover, introducing a trading-pattern analysis to identify when and where businesses co-locate at night. 

The study found Newcastle’s NTE generates approximately £359 million in turnover annually, while identifying a relative decline in city-centre activity compared with surrounding areas.

Measuring the Gold Coast NTE and Activate the Night Action Plan 2023–2027

Ingenium Research supported City of Gold Coast to develop a detailed evidence base on its night-time economy, examining how activity is distributed across the city’s multi-precinct geography.

The work combined economic measurement, stakeholder research and geospatial analysis, covering twelve distinct precincts and drawing on data on economic performance, trading patterns, consumer expenditure, crime and people movement, alongside insights from locals, visitors, workers and businesses.

 

The research identified twelve distinct night-time economy precincts with varying characteristics and levels of activity, providing new insights into patterns of night-time intensity and the differing roles of precincts across the city.

Ingenium’s current work stands on foundations laid over more than 15 years. These landmark projects established the methodologies and evidence base that everything else is built on.

Sydney NTE Cost-Benefit Analysis (2011)

City of Sydney Council. The world’s first full cost-benefit analysis of a night time economy, commissioned as part of the OPEN Sydney 2030 strategic vision. Set the template for all subsequent NTE CBA work globally.

Measuring New Zealand's NTE (2015)

Auckland Council. The first economic measurement of New Zealand’s NTE, covering Auckland, Christchurch and Wellington, compared against Australian capital cities using Stats NZ data.

Westminster City Council (2014–2018)

Westminster City Council. Major cost-benefit analysis of the West End’s NTE plus research for the GLA Night Time Commission, informing the Mayor of London’s NTE policy recommendations.

Brisbane NTE Hotspot Analysis (2017)

Brisbane City Council. Deep-dive analysis of NTE activity in Brisbane CBD, Herston/Fortitude Valley and West End, the first sub-LGA NTE analysis for Brisbane.
